The unemployment rate in Hong Kong was reported at 3.3 percent from August to October of 2011. From 1981 until 2010, Hong Kong's Unemployment Rate averaged 3.77 percent reaching an historical high of 8.60 percent in June of 2003 and a record low of 1.00 percent in July of 1989. The labour force is defined as the number of people employed plus the number unemployed but seeking work. The nonlabour force includes those who are not looking for work, those who are institutionalised and those serving in the military.
